Kazakhstan-born Becali spent several weeks in the camp located in China's Xinjiang region before moving to Turkey.
United Nations experts have raised concerns, saying that about a million Muslims are deprived of freedom by being held in such places.
But Beijing has denied these accusations, saying people willingly follow such camps with a view to professional training.
