The municipalities can issue certificates, that's why

While the Pristina municipality has announced that the certificate issue service can only be done today and that civil office will not be in operation.

The Civil Registering Agency of the Ministry of Internal Affairs has clarified that in time it has planned to initiate development of procurement procedures for provision of Civil State documents to Civil Situation Offices, but for procedural reasons it has not yet been selected as a civil situation supply operator.

The Civil Record Agency “has demanded all Civil Status Municipal Offices in Kosovo that in the absence of forms alternative methods be used. The ARC has sent an announcement to all civil offices, which, in the absence of civil documents, with the goal of realising citizens' rights to civil documents equipment, from today on 28.03.2019, to begin issuing white paper documents from the civil system to the next announcement. These documents will only be used for internal use in all institutions of the Republic of Kosovo. We apologize from Kosovo citizens for lack of forms, yet service for citizens will continue to remain one of our most important priorities”, the Agency's announcement said.
