This fund is the first to be taken under the national emergency clothing declared by President Donald Trump to bypass Congress and build the wall he promised during his election campaign.
The Democrats have protested this move.
The funds will be used to build around 91 km of siege.
President Trump has called the situation on the southern border a “crisis” and insists that a physical obstacle is needed to prevent US passing criminals.
Critics say he is inventing an emergency because one does not exist.
Through a statement, the Pentagon said US Defence Secretary Patrick Shanahan had “authorised the commander of the US Engineering Corps to begin planning and execution of up to $1 billion in support of the Department of National Security and Customs and Border Patrol”.
