The New Kosovo Alliance through a statement to the media has said the appointment of members of the CEC is important and that the delays thus far have been unreasonable.
“Alance Kosova e Re estimates that the appointment of members of the Central Election Commission (KQZ) is an important issue for the Republic of Kosovo. The until now delays in appointing CEC members on the part of the president of the Republic of Kosovo have been unreasonable, contrary to its constitutional function, because the same guarantees the democratic and constitutional functioning of the institutions of the Republic of Kosovo”, their statement said.
The AKR has said it was part of the pre-election coalition with the LDK, and as such has the right to propose its member in the CEC.
“The AKR, reminds the president that he was part of the pre-election coalition with the LDK and, as such, was presented at the constitutional session. This implies that even the AKR, as part of this pre-election coalition, has the right to propose its member in the CEC on behalf of the pre-election coalition with the LDK, which it has done, with the letter sent to the president, by 27.12.2018, where proposed for members of the CEC by the AKR, as part of the pre-election coalition is Ms. Myzeie Selmani”, said further in this statement.
According to them, The AKR has the constitutional right to have its member in the CEC.
“Based on the logic of the parliamentary groups' interpretation, according to the constitutional session, the president of the Republic of Kosovo must take on the basis of each party's proposal, for the appointment of CEC members, which has been part of the pre-election coalition, as if it were the case of the AKR and LDK. Parliamentary groups should not be seen according to the current power in parliament, but according to the Constitution and the Law. Based on the above - mentioned facts, The AKR has the constitutional right to have its member in the CEC, because it was part of the pre-election coalition with the LDK, and it was thus certified in the final election results of 2017”, declared by the AKR.
In addition, this statement says that any other practice that will be created by the president in appointing members of the CEC, not taking into account the demands of political subjects, as if the AKR case, is a constitutional practice and that conflicts with the president's own function, as well as his unifying role and guarantor of the democratic functioning of institutions of the Republic of Kosovo.
