The communication of two civil service unions:
Given the official confirmation of Kosovo's prime minister, the meeting, held on the 30.01.2019 date, and the dedication that the 0.20 percent increase for all civil servants in the local and central public administration, has created a burden between the cofficients of civil servants and other budgetary categories, and if any movement is made to the adoption of the Federation Bill, of course the Civil Reserve will benefit the increase that benefits the other sector.
The Grevist Council and the two central chiefs at the extraordinary meeting of the 30.01.2019, based on these written pledges through the government communiqué, but also with the mouth that were analyzed on our membership, estimated that there are grounds for the two-day strike to be temporarily suspended to expect that promises will come true.
By the date 01.02.2019, we learned that because of pressure and political calculations, a new agreement has been reached where the dialoguer of this agreement is Parliament Speaker, Ministry Finance and the chairman of the Parliamentary Commission together with the prime minister, agreeing to a new deal that a budgetary category due to external pressure, should also be allowed a new 0.10 per cent increase, which in fact this additional increase would add to the difference and discrimination of the Civil Service in relation to other categories, which have previously been distinguished-favored.
Given the fact that this information has caused a tremendous concern in our membership, who are willing not only to reactivate the strike but also to make its escalation because they are really convinced that civil servants will unfortunately be the most ignored and discriminated against in relation to other categories.
Given the fact that state officials are the state engine, we ask the prime minister and the prime minister, the heads of parliamentary groups, the minister of finance, the chairman of the parliamentary commission for this Law to reflect on the implementation of principles set out in Article 3 of the Law for the Salaries Project, and we ask the Commission for Human Rights not to allow the discrimination of civil servants in proportion, in contrast, the re-activation of the strike will occur.
We ask MPs who will vote on the law's approval not to allow discrimination of this category by implementing the legal principle -- the same salary for the same or similar jobs.
