The Problem Union of Ministrys

The reduction of the Ministers of the Government of Kosovo, from 21 to so far, to 12, as the parties have warned aimed at forming the ruling coalition, the Vetevendosje Movement and the Democratic League of Kosovo, according to non-governmental organisations, “Democracy Plus” and “Arise”, will have positive sides, but can be conveyed even with problems, which will [...]

“Democracy Plus” and “Arise”, will have the positive side, but can also be followed by problems that will affect the performance of the next government.

According to them, Reduced Ministry Number will be conditional on the unification of some existing ministries, and this may affect the agendas of relevant ministries, which are under way.

Visar Rushtti from “Democracy Plus” tells Radio Free Europe that there are already warnings that the European Integration Ministry will join the Ministry of Foreign Affairs, as well as the Ministry of Public Administration and the Ministry of Management of Local Power will join the Ministry of Internal Affairs. The union of these ministries, according to him, could influence relevant agendas.

The European integration agenda can be affected because of the European Integration Ministry's organisation, as proposed, under the Ministry of Foreign Affairs. The second is public administration reform, which can also be affected if, as proposed, the Ministry of Public Administration takes place together with the Ministry of Management of Local Power part of the Ministry of Internal Affairs”, Rushiti said.

LVV and LDK Projections for Government With 12 Ministers

Rushiti added that the most real option would be to organise European integrations under an agency or secretariat within the prime minister's office.

According to him. Public Administration Reform will be affected if the Ministry of Public Administration becomes part of the Ministry of Internal Affairs. Consequently, as he says, the Ministry of Public Administration should remain alone, as it has been so far.

Approximate thoughts also include Arton Demhaye from the Organisation for Democracy, Anti-Corruption and Dysitia. Speaking to Radio Free Europe, he estimates that ministerial fusion can cause serious trouble for the future government.

The union of these ministries is going to be a lot of trouble, especially when they're aiming to unite some ministries, such as the Local Government's (Ministership) with that (the Ministry) of Internal Affairs, which has no connection between themselves. There will also be trouble with agendas, definitions of agenda and laws. When the new laws start to change, there will be a lot of trouble”, Demhay noted.

However, Reduced Ministry NumberAccording to Rushiti, it's been expressed as a must from civil society since. The reported reduction, he says, will cause trouble in 12 ministries with the accommodation of officials working in the current ministries.

This is not a process, which can be done in a month or two. We have said that the Government should seek the vote in the Parliament, with 12 ministries. Choose 12 ministries according to the fields. The fields, which should be within the framework of these 12 ministries and then, these other nine ministries, should be accommodated and organised as part of these 12. Maybe all of my full, 4-year-old mandate is passed until there's a complete and literal systematization of all of those, we can say conditionally, who are excessive in these other nine ministries”, Rushiti said.

Decreasing the number of ministries endangers many jobs

But, Demhaya says the problem facing the future government, if it reduces ministries according to warnings, it will be the delegation or accommodation of officials with contracts with Government. If they leave the job, according to him, they can sue in the Government Court, and this could have financial consequences for the latter.

“does not mean just what you joined the ministry and a minister, but later there are trouble coming to the staff. Now, take them off the job, it's not a choice, because they have contracts and they sue Governments and they can win the case in court because they're wronged. Initially, it is also a problem to physically bring together (the ministers) because you have some of your staff somewhere and some of your staff somewhere else”.

“-Control cannot be daily by secretary or secretariat in general. This can then cause trouble, and performance can be weak, especially at first, until it is adjusted how these ministries will function”, Demhaja praised.

Demhayan added that reducing public administration, It also means reducing staff.

Kosovo has consistently been warned by the European Union Office and by the Kosovo Progress Report, which public administration is heavily charged.
