Kurti and his party, the Vetevendosje Movement, have failed to finalise the process of talks with the Democratic League of Kosovo on power sharing and forming the government with agreement.

But despite that fact, calling on constitutional competencies that follow the Kosovo Parliament's constitutional constitution -- the procedure that wrapped up Thursday -- Kosovo President Hashim Thaci invited winning party leader Albin Kurtin to consultations on the mandated appointment for forming the new government.

Kurti did not appear at the meeting, arguing he was not in Pristina.

The meeting was scheduled at 1:30. But after Kurt failed to appear there, right after that, Thaci made the second attempt, sending a letter to Kurt for a 20 o'clock appointment.

“It did not appear in my office as expected, however a new invitation will soon follow”, Thaci wrote on Twitter.

I urge everyone not to delay government creation. Our men and our allies expect more”, Thaci wrote.

After the second invitation, Vetevendosje reiterated to Thaci that on Friday, Kurti cannot go to the meeting.

During noon, Vetevendosje officials had declared Kurti was outside Pristina. And in the evening, Kurti appeared in Pristina in a organisation of Vetevendosje for last year's holidays.

After the Parliament's constitutional session on Friday, the two parties aimed at forming the government, the Vetevendosje Movement and the Democratic League of Kosovo have chosen to remain silent. No new initiative for continuing negotiations was reported either.

While referring to the election of the new speaker and head of the Parliament, Democratic League of Kosovo leader Isa Mustafa has told local media that these decisions in the Assembly have initially turned the negotiation process between Vetevendosje and the LDK into forming the government. This was due to the fact that the post of speaker, according to Mustafa, was part of negotiations between these two political parties and now Vetevendosje, as the winning party, is expected to propose a new LDK bid for coalition and co-governance.

On the other hand, Vetevendosje leader Albin Kurti, in his presentation to the media after the constitution was introduced as a perfectly normal decision, since according to him, Vetevendosje does not prefer procrastinating the formation of new institutions.

On the basis of the Constitution, the president of the Republic initially proposes the candidate for prime minister, in consultation with the political party that has won the necessary majority in the Parliament, in this case Vetevendosje, to form Government.

On the basis of the Constitution, the candidate for prime minister -- not later than fifteen days after the appointment -- represents the composition of the government before the Kosovo Assembly and requires approval on the part of the legislature.

The government is considered elected if it receives the majority of votes (61 and more) of all Kosovo Assembly deputies.

If the proposed composition of the government does not receive the most necessary votes, the president of the Republic of Kosovo, within ten days he appoints the other candidate under the same procedure. But if not the second time the government is not elected, then the president of Kosovo announces the elections, which should be held no later than forty days from the day of their proclamation.
