At least three people said they were shot, but police said their wounds were caused by broken tear gas boxes.
The BBC saw the hospital report of a person who thought he was shot. The report said doctors removed a “foreign target” from his thigh.
The new law offers citizenship for non-Muslims from the three nearby countries.
Many of the wounded were participating in protests at universities in Delhi.
Ten people, many of whom have “criminal involvement”, have been arrested, police in Delhi said on Tuesday. Amid criticism for using “surplus” within campus environments, they added that no student was arrested.
Police say locals living near campus had joined in protests and attacked officers.
Meanwhile, the Supreme Court will accept on Tuesday a petition against police action within the Jamia Milia Islamia University of Delhi, where they allegedly attacked students within campus areas such as libraries and toilets.
