Kosovo's Special Prosecutor yesterday has filed charges of misuse of official office against former Prime Minister Ricalo and 7 former officials of the Ministry of Agriculture, Forestry and Rural Development.
The signal paper has initialled the prosecution's indictment, in which it claims Rikalo, former ministry secretary Kapllan Halimi and two former officials, Ekrema Zekki Zekri of Co-operation, have made great benefits for several companies not registered at the Agency for Business Enrollment.
Two working groups, but completely unemployed, according to Procusoria, have enabled former Prime Minister Nenad Ricalo to create a “special program” without a separate budget and to take over separately the criteria with which he had set the regions and the amount of grants, completely bypassing the regular procedures of drafting the particular programme. -
The extinguishing working group for the preparation of investments in rural infrastructure in Kosovo, formed by Kapplan Halimi and the task force for administrative control, assessment, approval and implementation of rural infrastructure measures projects, have contributed to the completion of the illegal Nenad Rikallos project.
As the basis for establishing the indictment, the Special Prosecutor has also received statements from these former officials given in the Kosovo Police and statements from 8 witnesses.
