Going to new elections does not meet any of the two parties aimed at reaching the ruling coalition agreement. LVV's LDK, if they fail to agree to govern together, will be punished by citizens. The Democratic League of Kosovo from the very beginning has been reluctant to reach agreement, says in an interview for The KP, Constitutional Law Professor Mazlum Baraliu.

The chairman of the Vetevendosje Movement and the candidate of this party for prime minister, Albin Kurti, has stated yesterday that if there is no agreement with the LDK for the establishment of the ruling coalition, they will go to the polls.

Baraliu considers these statements disturbing, while stressing that there are no serious and real reasons not to conclude the agreement between these two parties.

“Brengosing in the first place, I think they are, because there are no serious and real reasons not to conclude the agreement between these two winning parties, because programs or programmatics that have been relatively complicated issues for these subjects that have been two opposing poles in terms of their positioned ideology, have taken them in time and achieved without any temptation or any serious problem. It is the main one, and it is the new standard that have put these two political subjects in terms of their agreements and new standards to have an efficient and trustful government. As for specific responsibilities and claims... I don't think it's worth a minute to waste time on these political parties, in particular by the LDK, so they don't find any kind of agreement and get involved or not include the president's post at all, but to share responsibilities as far as the ministries are concerned, Baraliu says.

In the event there is no cause for reaching the agreement, Baraliu for Kosova Prees says the likelihood of the country going to new elections is great. However, according to him, LVV's LDK will be punished by the citizen's vote.

And what it looks like is someone doesn't expect to have a choice because he thinks he can win, but I think the new elections will not be won or won't win much, despite the expectations he wants political subject, for many reasons. But above all, because the citizen may be disappointed by both these political subjects and I can then punish them as I punish some and the second is political irrationality, but also material and financial because these elections cost. We have a lot to do and we're in the institutional vacuum and this should take into account these political subjects”, he adds.

According to Baraliu, neither of these two parties has the right to either moral or political to delay negotiations and without results.

Baraliu says the Democratic League of Kosovo has been in question since the beginning for achieving this coalition agreement with the Vetevendosje Movement.

There have been hesitations and procrastination since the beginning. And it's acted by putting on even invisibility conditions, not we're going to make deals without the results certified, it's been clearly known, since election day, three hours after elections that the winner is LVV. And then with such doubts as even LVV to grind someone else up, it doesn't. The LDK is a serious, institutional party with a 30-year tradition. I don't think anyone should try to grind somebody up, and I don't even try to grind it, and much less someone who's pretending to take the first time to take over the”, Baraliu declares.

While saying there may be new elections, Baraliu stresses that this could have major consequences for the country.

“If the 30-day deadline is passed for non-constitution of the Parliament and the next deadline even if the constitution is made, but the Government does not take place within 60 days, then the president of the country has reason and has the obligation to declare new elections and go to new early elections, which cannot be made at least 45 days ago and, which means we enter the winter, enter a hibernation, in a political pit, which is not known but may have the effect of the <61>

The Vetevendosje Movement and the Democratic League of Kosovo are taking place nearly two months after the election ends, which are negotiating harmonisation of the government programme.

We remember that Albin Kurti's subject in the 6 October election has managed to get 29 deputies, LDK one less: 28. While, it also needs some minority votes to build the new government.
