Government reshuffle, effects and consequences of reducing ministries

Democracy Plus (D+) held the discussion table regarding the effects and consequences of organising the European Integrity Ministry at the Ministry of Foreign Affairs on the agenda for European integration. Also, organising the Ministry of Public Administration at the Ministry of Internal Affairs in public administration reform. Representatives of [...] participated in this discussion.
Representatives of two relevant ministries, representatives of the Vetevendosje Movement, field experts covering the two ministries, representatives from the EU office, as well as members of civil society organisations participated.
Visar Rushiti, policy analyst in D+ presented a brief analysis of the effects and consequences of the integration of these two ministries by providing options and recommendations on elements that should be taken into account by the Government in the accommodation of two ministries in the MPJ, respectively, the MPB.
The European Integration Ministry must be organised as the executive agency with horizontal co-ordination functions within the prime minister's office. This option eliminates all negative effects on the agenda for European integration that could potentially have MIE's integration into the MPJ; the Ministry of Public Administration should remain the minister because of its functions and the central role in public administration reform”, Rushiti said.
Taulant Kryeziu, from Vetevendosje, said that after the coalition agreement with the LDK is reached, the way ministries will look will become public.
We have already realised that the integration process falls on every ministry, and not just on the MIE one. There are three modities I want to mention on this matter. It's the first mode Serbia has and so far it has Kosovo, so to have the European Integration Ministry. The second is that of Albania and Montenegro that the ministry of integrations has joined the foreign affairs ministry, and the third is as Bulgaria has to act on the basis of the country's prime minister”, Kryeziu said.
Artan Colak, representative of the European Integrity Ministry, stressed why this ministry should remain and its role reinforced.

Second: Accountability to the EU be centralised;
Third: Communication with political acts, consensus not only declarative, but also institutions to maintain their independence, the government to play its role in resource sharing. The ministries were not politicised”, Colak said away.

The Ministry of European Integration may become part of the Ministry of Foreign Affairs in an organisational and structural sense, but in a functional sense, there are negative effects on the agenda for European integration because they make it part of foreign affairs and the agenda for large-scale European integration is the internal agenda of reforms;
It also lowers the level of responsibility of ministries (departments for European integration), municipalities and other institutions in further implementation of obligations stemming from the agenda for European integration, and the professional framework in MIE can be distributed through the MPJ departments.
The Ministry of Public Administration in accordance with functions has nothing to do with the interior affairs ministry's functions. While the MAP has civil service, administration organisation and operation in the field, The MPB has linked its scope to order and public security, etc.
