Acting Minister of Economic Development Valdrin Luka told Online Economy that the government should be formed as soon as possible and that this project is alive.
Despite saying that politics could change, the fate of this project is in the hands of the incoming Government.
Luka said they are waiting until March 2020 from the American agency O PIK, which is expected to invest $450m in this project, so he says there is hope that this project will work.
Until May 2020, we have time for each party to complete its tasks. It's okay right now. It's part of finding funding that hasn't been completed and that's the biggest problem, but there's still a period of 5-6 months of time that can be available to carry out all the” tasks.
“PIC, which will finance it with $450 million, if it is realised, will also enable investment in this project. This agency has been making decisions earlier but has postponed its decision for March of next year. We are waiting for that period, if the board meets in March and decides on financing the project, the likelihood is that the project will move away”.
Luka has asked political parties to discuss the importance of this project. As he said, part of the project funding remains the obligation of the company “Conture Global”.
We assume that the incoming Government has no other plan, since politics can change, as we have seen public statements. It is more important that we sit down in opposition and position to discuss this issue because it is of great importance within this” project.
“finance is not complete and it is a duty of the Global Conture Company. If there was financial closure, then we would send it to the Kosovo Assembly for final approval. As far as our duty as government is concerned, I believe we're done, we're standing close to”.
“In the lack of functional Government at this time, we have time spans that have not had quick and proper decision making, but I hope that the government will be formed as soon as possible and continue on. The next government will be able to decide on the fate of this project from”, Luka has said.
If Kosovo is found guilty of failing this project, Kosovo will cost over 19m euros. But Luca says there is no room for such a thing to happen.
Minister Luka argued that if Global Convention is guilty of failing to provide funding, Kosovo benefits 7.5m euros.
“19.4 million is the damage to Kosovo's budget if Kosovo is guilty, but there is no room for Kosovo to be guilty in this case because there is no need. Whether the sentences are known, even if a Global Convention is guilty, it does not provide funding, we receive about 7.5m euros in assessment of all the studies they obtain as a state. They're clearly signed and not until the time of the sentence is set, but let's see how we're going to walk away from”, Luka told EO.
Among other things, Minister Luka has announced that Kosovo will control energy boundaries after the secession from Serbia's bloc, this agreement will come into force on April 14th 2020, until the means he says it will register COST.
Luka argued that the challenge remains the northern part for electricity defaults. But, he says that after the agreement's entry into force all houses within a year will be invested.
The “is complete and voted, thanks to the large transmissions, such as Germany, France and England. We have so far 9m to 12m euros a year under way by controlling Kosovo's energy limits. With the implementation of the secession agreement from Serbia's energy block 14 April 2020, Kosovo will control energy boundaries and the means will run COST”.
The northern part and the additional 12m euros are the non-paid ones in the north. But we have given him a time for all energy acts to be prepared so that within a year from April 14, 2020 to 2021, the evacuation of all houses north of”, Luka said.
