Vetevendosje Movement leader Albin Kurti and the leader of the Democratic League of Kosovo, Isa Mustafa, after the October 6th early parliamentary elections, had warned that it would be enough 72 hours to reach an agreement to establish the ruling coalition, following the Certificate of election results by the Central Election Commission.
“We will meet to carry out, within 72 hours or less than 100 hours, our final agreement for the future ruling coalition”, Kurti said on November 22nd.
The Central Election Commission, November 27th, has certified the results of the 6 October elections. However, both parties have a little more than 72 hours left, until the Kosovo Assembly Constituent Meeting, eventually reaching an agreement on the ruling coalition.
On December 26th, the Kosovo Assembly Constituent hearing is expected to be held.
Arberie Nagavci, a member of the leadership of the Vetevendosje Movement, tells Radio Free Europe that expectations on its political subject have been that the ruling coalition agreement with the Democratic League of Kosovo will soon be reached, taking into account that this latter had declared that for an agreement it should only deposit election results.
“We have expected that the agreement will be reached faster and we are committed to it. But, the LDK, it seems, has needed more time and we believe and hope that this will not last longer than December 26th, when even the constitution of the Assembly must become”, Nagavci said.
The deputy chairman of the Democratic League of Kosovo, Lutfi Haziri, speaking of Radio Free Europe, says the time will be used before holding the Parliament's Constituent session to discuss with Vetevendosje Movement, to overcome this situation and sign the agreement.
We're close, I guess. But, the sides, apparently, are needed further to discuss the election of the president, co-ordinating among us, between the two main parties that will build a coalition for change in Kosovo. The will of both sides is good, to find the solution and conclude the” agreement, Haziri said.
However, the Vetevendosje Movement and the Democratic League of Kosovo are now talking about reaching a coalition government agreement. As the two parties have stated, they have managed to harmonise the governing programme and agree on the number of dictatorships they will rule with. But, the post of president, after the mandate expired in 2021, remains the still unresolved node between the two political subjects.
The Democratic League of Kosovo is insisting that it decide for the president's post, but without giving any concrete name. While the Vetevendosje Movement has initially said that the president should be talked to at the time his mandate expires, as well as has demanded that he know who the LDK proposed for the president's post.
Nagavci stresses that the Vetevendosje Movement cannot pledge something that does not depend entirely on it.
All we can pledge would be that we would have a common commitment to finding a candidate, who is completely consensual. So it's going to be our commitment, to get to that stage together with the governing partner. But, we can't make a commitment today to a case that, the hand in our heart doesn't entirely depend on us, because we all know we have to be 80 deputies present in the Assembly and that we and LDK don't make 80 deputies”, Nagavci said.
Haziri hopes that all elements of the ruling coalition agreement will be clarified and resolved before December 26th.
The current “will be unnatural for a position to delay reaching agreement. The LDK needs to talk further and reason on the position regarding the election of President”, Haziri said.
Both parties have not specified when there might be an upcoming meeting of their leaders, with the aim of reaching a coalition government agreement.
The Assembly's framework is expected to take place on December 26th, but if there is no agreement between the Vetevendosje Movement and the Democratic League of Kosovo, the possibility that the constitution is postponed until the finalisation of a ruling coalition agreement is ruled out.
