The next “government urgently needs to draft the Road Communication Security Law, because this law is missing in Kosovo. This law would examine all security elements, from the human factor, the automotive factor, the road factor, the incident factor, and the road communications factor. He thinks that this can be done by the government within a year and the main elements of the Law must be the creation of the Institute and the Agency for Road Safety.
“Under the law must be envisioned and created by the Institute for Road Security, the creation of the Road Safety Agency. This must be done through the Kosovo Parliament, and then begin to apply. Of course, under these security institutions there should be only professional and responsible people who have to deal with scientific research. The results of the research coming out of the institute have to go to the Agency and then this institution has to execute as the preventative measure.
