He has said the solution must stem from negotiations that must resume without delay between the two countries.
Palmer, who is also deputy assistant to the US secretary of State, has visited Kosovo, under his efforts to unblock the dialogue process, intended to be finalised with comprehensive and legally binding agreements. This, according to him, would free potential both in Kosovo and Serbia, as well as ensure economic and political benefits for both countries.
What it has ensured is that Kosovo's independence is irreversible and that, without accepting this reality, Serbia will not be able to count on membership in the European Union.
Meanwhile, it has made clear that in no way will Kosovo be required to accept something that it views as unacceptable.
Kosovo is not required to swallow something it does not want or is not in its interest. Kosovo decides for itself its own destiny, and Kosovo itself will decide who talks about it in this process. She herself will decide what she wants to negotiate and herself will set the parameters of engagement: we want to do this, we don't want to do this”, Palmer said during a presentation in Pristina, in front of a group of students and members of civil society. Kosovo should not enter unprepared negotiations. It must decide what position it will take before negotiations and we are Kosovo partners in this process”.
