Implementation of the Law on Salaries Without Job Systemisation Pland

Kosovo's government plans to implement the new Law on Salat without becoming the systematisation of jobs. This process has not been realised, although the executive had been available for nine months to approve the regulation for standardisation of internal organisation and systematisation of jobs, which would be sent out [...]

In that ministry, the ministry hopes that by December the new government will be formed and that it will sign 11 draft regulations that are already ready, Koha Ditore writes today.

In the Ministry of Finance, they have said the Law for Rewards will enter into force from December 1st and that all employees who earn salaries through the Kosovo budget will receive them on the basis of the new law, which has been approved by the Assembly of the Republic of Kosovo.

It is the legal obligation and the date it is calculated with the new cofficiency, all employees will receive salaries on the basis of the new law, and this will be the month of December”, Finance Ministry spokesman Muharrem Shahini told the paper. According to him, financial means are in the budget and the salary measure is sufficient and budgeted for covering this financial cost.

However, neither institutions have clarified how law enforcement will begin without becoming systematisation of jobs. Such a thing has created uncertainty about employees who have no information about what salaries they will have after entering into the law.

In the MAP, they have told the newspaper that working systematisation groups based on the new law are formed after the adoption of sublegal acts for new legislation in the Public Administration.
