The Dornier plane 228,200, owned by the air company Busy Bee, collapsed on homes in Mapendo, shortly after the 350km hike in Beni, broadcast the BBC.
Victims include nine members of the same family who were in one of the homes that crashed the plane.
The cause of the accident is still unknown. One witness said that he saw the plane rotate three times in the air, with multiple smoke coming out of it.
The Congo Transport Ministry has announced that 26 people were killed, 17 passengers, two crew members and seven residents of the settlements in which the plane crashed.
Airplane accidents are common in Congo because of poor aircraft maintenance and low safety standards.
For security reasons, no Congo airline, including Busy Bee, dare enter European Union airspace.
