All sensitive material from all locations in Kosovo is now located at the Centre for Counting and Results, where the entire accession process was completed last night.
Burim Ahmetaj, co-ordinator at the QNR for KosovaPress, announced that the count of regular deployments is complete and data processing is expected during the day.
Likewise, Ahmetaj said that the number of conditional votes and those in the mail has not yet started, as according to him there are some procedures that must be followed before their counting begins.
The first piece of sensitive material was completed last night before midnight and we already have all the sensitive material inside the QNR... Calculations of conditional votes and those in the mail have not yet begun, because before we go to those processes there are other processes that all conditional voters must register in the database. Also, at the same time, we do also scan fair voters, so registration of all fair voters in the database, and comparison is made between voters who have voted regularly and those on bail, so that we can also have the verification that a conditional voter has used his right to vote more than once or has voted on bail. After this process we will be able to start counting votes on bail”, he said.
Ahmetaj said it is not known exactly when the counting of votes by mail, those on bail and persons with special needs will begin.
“Of course, under priority procedures we give regular deployments, which means we're in processing results forms from regular locations. We're also working on parole votes, as well as scanning the final voter list, processes that have only begun and cannot say when it will be completed, because it's big processes. While the votes by mail have not yet reached the QNR... Surely they are in the evaluation process and we expect within these days to reach the QNR so that we can begin counting them”, he said.
QNR co-ordinator Burim Ahmetaj said that during the acceptance of the sensitive material some of the locations have been unable to proceed properly due to procedural violations.
“During the acceptance of sensitive material some of the locations have not been able to proceed correctly, due to procedural violations such as the exchange of tape or damage to tape, or there have been no rationalizations for certain materials. Otherwise they have ended up in quarantine, the team is working on all investigations, the report will be prepared and recommended to the CEC what will be done with these locations. Of course, the report will be in detail, recommendations will be clear how to deal with these materials, but in the end the majority will proceed fairly”, he said.
