Hasani: There is procrastination of process, election certificate could last for months

Hasan in an interview for Kosovo Press, says that on the basis of dynamics, elections would have to be closed by October 25th. As far as disputes about not counting votes coming from Serbia are concerned, Hasani claims they are political, because their number increases the electoral body and the Initiative increases the threshold.
Hasani: It's obvious there's a bigger crawl than anything else.
What's strange is that the procedures are clearly seen as having a crawl bigger than any other time, that's to worry that it can produce conflicts, problems. The procedure is a legal issue that needs to be viewed closely. But the latest instigation is the Constitutional Court, without procedure being carried out there, cannot be certified. I believe the dynamics have been closed by the 25th of this month. But I'm afraid this job will last. They have not yet begun procedures on a formal conflict that could take months... that conflict is clearly political, because it increases the electoral body. As a result, a person's threshold increases, a person is adjusted, or preserved. This issue is clear political”, Hasani says.
Hasani claims that the Serbian List's involvement in the future government is constitutional obligation, and according to him without the consent of this party is a problem with imposing ministers.
Hasani: Without Serbian List consent, problem to impose minister
“It is constitutional obligation, politics can do anything, even against the Constitution, that it rules out that possibility, but the odds are small that decision barring the constitutional coalition -- this case, which is led by the Serbian List, is not disputed by the Court. I am convinced that it will be contested, it is difficult for me that the Court will make another decision, outside of what is in the Constitution, clear that the winner within the community is the one representing the respective community, which is the Serb List... the name may have because the Constitution says it can be proposed within the community's deputies and outside it. In the first case when inside, consultation with the Serbian List is required. When outside the Constitution requires formal approval of the Serbian List this case. It means without their consent it's a problem to impose Minister”, Hasani claims.
For the number of future government ministries, Hasani says the number 12 is the current for Kosovo's population, while stressing the need to become a literal analysis of which ministries must be extinguished and re-traded.

For a population number, even in the Constitution when there is target number 12 is a reasonable number of dictatorships that can be covered for this population. The opposite would be unreasonable, as is the volume of ministries. I think that practice is good to interrupt”, he says.
The former chairman of the Constitutional Court also voiced his belief that the future government will be formed by the Vetevendosje Movement and the Democratic League of Kosovo.
