The SEE's “findings are perfectly correct and reflect the external and internal effects facing the AKA now for several years. It is worrying that the AKA has consistently faced a lack of support, lack of human resources, curtailed independence, which has been unable to strengthen and account for the AKA”, says the KSHC's response.

The ENQA decision is distressing but not surprising. This decision is fair and reflects the structural problems of the AKA and the legacy left behind continued political interference in the work of the Kosovo Agency for Accreditation. State Council of Quality ( The KSC has consistently made public concerns about politicising the accreditation process and quality in higher education in the Republic of Kosovo. KSC stresses that accreditation is not a political but professional process and based on European standards of quality (ESG), according to the European higher education area (EHEA).
The ECQA's findings are perfectly correct and reflect the external and internal effects facing the AKA now for several years. It is worrying that the AKA has consistently faced a lack of support, lack of human resources, curtailed independence, which has been unable to empower and account the AKA.
KSC from the beginning of the mandate, exactly in April 2018 to today, has observed all of the ENQA's findings and is currently addressing them. On this path, decision-makers have not offered significant support, such as political interference in accreditation, the absence of the AKA director/Discipiency, frequent changes in Administrastration Guide, as well as controversial legal interpretations from the respective institutions. We stress that the process of accreditation will normally continue to conform legislation in force.
We are concerned that the ENQA decision removes Kosovo from the community of the European higher education area and burdenes the rating of diplomas received by institutions of higher education in the Republic of Kosovo in Europe and elsewhere.
We invite all Heeders to unite for the achievement of a nationwide consensus on improving the situation and addressing of all SEE findings and the decision made. So we remain hopeful that we will realise the vision of a society with quality education according to European standards and in support of social and economic development in Kosovo.
