That he will handle the Pristina-Belgrade talks with priority, and with much consideration he has confirmed today even Borell himself during a session on the European Parliament's Foreign Affairs Committee.
Borell has confirmed that the first visit as EU High Representative will take place in the Republic of Kosovo, and that it will address dialogue very seriously, as according to him the status situation is unstable.
Spain's foreign minister has said that for this reason, dialogue between Kosovo and Serbia will be treated with even more seriousness than in the past.
Besides Borell, he has said that Kosovo should suspend the tax, and that Serbia will be key to talks much more sincerely.
Otherwise Borell's role in dialogue is seen with a lot of scepticism for the fact that it comes from Catlunia, and is against the Catalan's demand for independence.
For experts, this shows that Borell will have difficulty being impartial in the dialogue, added the fact that it is the foreign minister of a state that continues not to recognise Kosovo's independence.
A German institute even suggested that Borell, like the U.S.A., should appoint a special emissary for dialogue.
