According to Bugayski, the most active American commitment is not made to push aside the EU, but the EU itself appears to have given up its role in the region by failing to speed up the enlargement process.
However, the American analyst does not expect the Kosovo-Serbia agreement to be reached soon, considering that the new government remains in Pristina as Serbia approaches the elections.
As far as the political situation in Kosovo is concerned, Bugajski has a high assessment of Albin Kurti as the winner of the elections and likely Kosovo's next prime minister. According to Bugayski, Kurti “brings a new level of enthusiasm in combating problems that have plagued the country”, and this also “gives him a clear advantage on the international scene”.
“On the side of foreign policy, he is not likely to be lured into any agreement that will harm Kosovo and I think a difficult but rational negotiator will be shown, who can work with US envoys”, Bugajski tells Kurti in an interview for the Time Ditore.
In the end, the American expert warns that Moscow could also try to have a role in Kosovo-Serbia dialogue, but that would not help the process.
The only successful agreements that have been implemented in the region are those where Moscow has played no role at all in Dayton, Ohrid and Prespa. And any stable agreement between Kosovo and Serbia should remain free of the Kremlin intervention”, Bugajski says.
