He is accused of murder, conspiracy and trafficking of human beings. In the truck he was running in southeastern England, 39 people (31 men and 8 women) died.
Maurice Robinson, 25, from Northern Ireland, will appear in court on Monday.
Authorities are still trying to identify the victims, reports ABC News.
Initially, police believed they were Chinese citizens, however, there are growing concerns that at least 10 of the victims could be from Vietnam.
The Vietnam Embassy in London has created a telephone line for people to ask about missing family members.
Detective Chief Inspector Martin Pasmore said his officers had found very little ID among the corpses and hope to identify the dead through fingerprints, dental records and DNA, as well as photos by friends and relatives.
