Shpend Ahmeti points to Mogher's 3 conditions for dialogue

There are three issues or conditions that have prompted the European Union's top diplomat (BE), Frederica Moghrini, to continue the negotiation process with Serbia.

1. For the first Shpend Ahmeti has said the tax is the Kosovo Government's decision imposed due to Serbia's attacks on the state of Kosovo. He thinks Kosovo should respond when attacked and that this is the exercise and confirmation of Kosovo's subjectivity.

”Taxa is the government's decision of the Republic of Kosovo. It is the correct address for the tax, which has been undertaken after an aggressive Serbia policy dates to the Republic of Kosovo. But, he said they have a commitment to consulting and preparing the strategy for dialogue, and that Serbia has set the removal of the tax for continuing dialogue. Ahmeti said he thinks conditions for the removal or suspension of the tax are not ripe. He added that their focus is the functioning of the delegation and then can talk to Serbia on any particular topic, including trade.

” However, we have the obligation to consult and prepare the strategy for dialogue. Serbia has made provision for tax removal to continue dialogue. We don't think the terms for the removal have been met, or the temporary suspension of the tax. The state delegation will consult the government, but our focus as state delegation is simultaneously in full functioning of the state delegation and commissions. Then we can also talk about any topic separately, including trade with Serbia”, Ahmeti said.

2. While, in terms of quick, six-month dynamics that Mogher has highlighted, negotiator Ahmeti sees it a little differently, to conclude the talks properly.
” We are working intensively as the state delegation of the Republic of Kosovo. Soon we will have the platform as well as the Law for Dialogue. We believe that Kosovo needs an agreement as soon as possible that permanently shares all open issues with Serbia”, Ahmeti has said.

As for what the agreement should issue, he said it should define European values and standards, and that he does not envision divisions on ethnic lines and ethnic-territorial autonomy, adding that this is also defined in the state delegation resolution. He said the process of dialogue should be acceptable only if it ends with mutual recognition between the two countries, and with the pledge of the verifiable acceleration of the membership process, it follows the UN and the EU. Ethnic lines divide, too, is not a red line of correction, or the definition of the border.

According to him, for the Kosovo Assembly and the citizens, an agreement between Kosovo and Serbia would be viable and would ensure broad support, only if it would bring recognition from the Serbian state, and would permanently end the conflict between the two countries.
