Bedri Hamza é Albulen Hadziu: You're a weak lawyer.

Vetevendosje MP Albulen Haxhiu and Minister of Finance from PDK ranks Bedri Hamza have crashed today during the Assembly session on the budget spending issue for 2019.

Haxhiu declared that Minister Hamza has committed a criminal offence by violating the law on public finances. She called account by Hamza for the spent values, which she called illegal.

The VV MP asked the finance minister what legal basis the state budget spending is being followed in 2019, since the Parliament has not yet approved the budget for this year.

Hamza calling into effect legislation, said that for January 2019 the budget has been provided, according to budgetary divisions of the law number 06L-020 for Kosovo's budget for 2018.

While Haxhiu said only the Parliament by means of a decision could authorise the budget extension for three months.

I'd like to read Article 24, paragraph 2 of the Public Finance Management Law, which says only the Parliament by means of a decision can authorize the extension of last year's budgetary division law. Last year's budgetary division law in no case can be extended for more than three months of next fiscal year, meaning by March. But is the Parliament of the Republic of Kosovo only the right to prolong it, Mr. Minister, the Parliament of the Republic of Kosovo? So you're violating the law on public finance management, you're doing criminal work, and you're informing us of the value you've been spending illegally by now”, she said, Kosova Prees reported.

In response Hamza called Hadziu a weak lawyer, telling him not to block the commission in order to evade budget approval.

Mrs. Haxhiu, as far as I know you're a lawyer and to speak to me something I have now, honestly, it's a surprise, I'm seriously surprised, read how much of a law shower, and I read the law, and you're not better than many lawyers who have interpreted it, and it's not the first time that happens in Kosovo. But I have another prayer for you, Mrs. Haxhiu. Don't block the commission that's unable to approve the budget in the Republic of Kosovo Parliament. Don't harm hundreds of thousands of pensioners who take their pensions with increase, don't be destructive, and don't cause obstacles because you owe your job as MP, do your job. You are as weak a lawyer as all the cases you've presented and presented the court to you has rejected and has to reject them because you don't have anything to do with the profession you consider to be a lawyer”, he said.
