The finance ministry has surpassed the responsibility for delaying salaries to the ministries of the line. According to finance, the State Treasury does not lack liquidity, but the line ministries have not conveyed the detailed division of their budgets, which prevents the dropping of employee salaries.
Particularly the Ministry of Education and Health, which also has the largest number of employees in the state sector, have not passed the necessary payrolls and documentations to finance to pave the way for pay salaries for employees.
Any initiality, the ministries of the line and all public institutions must make the monthly division of budgets, according to respective voices. This division is forwarded to the Ministry of Finance and, only after that, the Government authorises the passage of funds, including those for employee salaries.
According to sources from the Ministry of Finance, only part of the public institutions, whose employees have received salaries so far, while most have not yet prepared the necessary documentation, leaving employees without December salaries.
