Albert Rohan, the UN deputy spokesman who, along with Martti Ahtisaari in 2007, has prepared the sweeping proposal for resolving Kosovo's status, which led to the country's independence, has been involved in the debate on partitioning Kosovo or exchanging territories by severely rejecting it.
