Even according to Sejdiu, The PSD has sent the official letter to Chief Parliamentary Kadri Wessel for it.
Through a Facebook post, Sejdiu also indicated that the LDK and VV have not given the signatures to hold the extraordinary session regarding the final phase of the dialogue.

August 2nd é Social Democrat Party (PSD) through a media conference has demanded that Kosovo's Assembly cease its vacation and resume work due to the dialogue issue.
August 3rd, the PSD Parliamentary Group has addressed Chief Secretary Kadri Wessel with the official letter for the break of the Parliamentary Assembly, inviting him to invite the Headship meeting for August 6th to set up the special session for dialogue.
August 6th, Kadri Wessel responded through which he announced that the Assembly would not start working until the second week of September. In his response, he cited procedures calling the extraordinary session.
August 7th, PSD addressed two other opposition parties ( The LDK and VV) with the request for support towards ensuring the signatures needed for holding the extraordinary session regarding the final phase of the dialogue. The list of signatures through which the call of this session and the responsibility of this institution for the dialogue process would also be submitted to.
Today, August 18th, no signing by LDK and VV!
The PSD has proposed a resolution that would anchor the platform of future talks, the negotiating team and the leader of this team, as well as continued monitoring of this process by the parliamentary opposition. All of this would have to be approved by 2/3 of the deputies.
We are open to other proposals, since we are convinced that the dialogue is and should be primarily the issue of the Parliament, not the president.
Instead of commitment towards the opposition union, in terms where we would have 58 deputies against minority power; The LDK and VV are continuing to engage towards trying to create the impression that the PSD has no readiness to collapse the government.
On July 26, The PSD has awarded its 12 deputies' signatures for the motion of no confidence in the government.
Today, August 18th, no signing by LDK and VV!
So, it's not about orientation and supervision of dialogue, nor about government collapse.
