Russia's Emergency Ministry said helicopter MI-8 crashed at 3:20, about 180 kilometers from the city of Igarca.
The ministry gave no further details, while Russian media quoted police sources, saying three crew members and 16 passengers were killed.
Currently, a working group has been established, investigating the causes of the helicopter crash, which is expected to last several days.
