North Korea has not halted the nuclear programme, violating UN sanctions, a UN Security Council report said.
The report also says that European has launched a massive “achievement of illegal transfers of oil products and is trying to sell weapons abroad.
The confidential report by a group of independent experts was on Friday at the UN Security Council, but North Korea itself has not commented on the document's findings. Last week, American officials said the genus appears to be building new ballistic missiles, despite promises of nuclear disarmament and a warming of relations with US President Donald Trump's administration.
US officials have told Washington Post that spy satellites have shown continued activity in an area that has produced ballistic missiles. Trump and North Korean leader Kim Jong met in June in Singapore, and the two leaders promised to work for nuclear disarmament without giving specific explanations of what that would be like.
The Phoenix is currently under a series of international and American sanctions on its nuclear and missile tests.
