Authorities said this person had made an unauthorized stop late Friday, forcing Seattle-Tacoma International Airport to close.
Two F15 fighter planes followed the plane, but it is unclear whether the employee survived the crash in Puget Sound, the BBC writes, broadcast Periscopi.
Sheriff Pierce's office said it was not a terrorist incident, adding that the 29-year-old was local.
Air traffic control tried to encourage the person to leave before the plane crashed.
The plane was a Horizon Air Q400, according to a statement by partner airline Horizon, Alaska Airlines. He crashed south of Ketron Island, near a military facility.
A video completed at local media shows the plane making dangerous maneuvers and unusual turns at dawn. Fortunately, no passenger was aboard him.
Police are currently taking an investigation into the formation of Canton resident Pierce, whose name does not become currently known, as well as the motives of this act./Periscopi/
