According to Kosovo Police data, during the past year alone, 25 cases as presets under the Penal Code of the Republic of Kosovo have been initiated for investigation.
And during the first quarter of this year, 10 cases have been initiated, which have been handled according to police procedures and in co-operation with competent prosecutors, Daut Hoxha, spokesman at the Kosovo Police, tells Radio Free Europe.
To get away from this phenomenon, which according to financial affairs expert Milazim Abazi, in most cases ends with fatality, competent organs should be more efficient.
Kosovo police, he says, should not remain passive to this illegal activity,
“Organs of prosecution and Prosecution should be uncompromising in this direction. It is bad, that a number of citizens in Kosovo know the people who give the blame, while the Prosecutor does not know that. Therefore, competent organs must combat this highly harmful phenomenon for Kosovo society”, Abazi tells Free Europe Radio.
Otherwise, over the past month, Kosovo Police have drafted an operational plan “Stop blaming and forcing” by means of which identification, prevention, investigation and arrest of suspects who are incriminating in any way in guilt and obligation.
In one of the recent cases, within this plan, law bodies have arrested two suspected persons involved in this work, where it says “s have given the same money worth 1,000 euros to the victim while demanding 24 thousand euros, as interest in the name of the file.
Following pressure to return the money, according to rule bodies, the victim during June of this year has also attempted suicide.
The phenom of file money, says Milazizim Abazi is bringing consequences to general society. Individuals or certain groups who borrow money with high interest in the event of non - loan returns are in return taking business, property, or property that is much higher than the obligation of the verbal agreement.
It says that citizens should be aware that there are other legal options for borrowing financial means.
“Already has great potential of funding needs from commercial banks, microfinance institutions and various organisations, and there is no need for the citizen to file charges, as they are criminal phenomena that go to the destruction of both family and businesses”, Abazi says.
Such actions are punished according to the Republic of Kosovo's Criminal Code.
According to this Code, anyone who either accepts or contracts a substantial amount of wealth in exchange for service to the other person is fined and sentenced to imprisonment of 5 to 12 years, depending on the value of financial means loss or the realisation of property.
