Shishan, has filed suit against Ladrovci the day before at the Constitutional Prosecutor's Office in Pristina, under suspicion that the latter has acted illegally by failing to implement the justice decision that had imposed him as head of the Darenas municipality for his return to office in the 15-day term, but this has not even happened why they have spent about two months since the Appeals Court had made that decision.
Based on the plaintiff's doubts, Penal Code has set a fine or prison sentence of up to two years, for failing to execute the court ruling.

For non-execution of the verdict, the Court of Appeals in Pristina had in advance, referring to the Civil Service Law of the Republic of Kosovo.
“With Article 15 of the Law of Independent Council Overseer for the Civil Service of Kosovo, it is determined that: Failure to comply with the Council's decision by the institution's responsible person represents serious violations of the duties under the Law on Civil Service of the Republic of Kosovo”, and that in this case the Council's decision should be applied as ordered in the device of the decision.
