However, since he appreciated how to achieve and even record the number of materials settled, he said he was not satisfied with the work of lower courts.
Shala said that if there are specific numbers of corruption cases that break up the judgments, then something is not going well.
I think it's an average, but it's not satisfactory enough, because if we like the Appeals Court by deciding on the complaint we change or break the foundation decision, that is, something there is”, Shala said.
Shala was firm in connection with the policy of penalties in corruption cases.
“We have problems in corruption cases because prison sentences are being handed down on the condition when a person is charged with 100,000 or more euros of abuse, and that's very bad because when the court proves he has committed a criminal offense then it should issue a merit sentence”, Shala said.
Apel's first was most critical of some practices of representing the charges by prosecutors.
We have remarks because the charges that are being exercised in court, but I don't think they can argue to the prosecutors, and the reason is you're lacking professionalism, but I've noticed one more thing. Prosecutors who make the investigations rarely happen to defend that indictment. When a prosecutor takes a course a day or two ago he can't be able to defend that indictment.
Mayor Shala said that although they have carried out all the subjects targeted for visa liberalisation, the challenge of Appeals remains the subjects of civilian nature.
The majority of the outstanding substances are civil nature, while only now have the subject resolved in 2013 and we have started with the subject of 2014. There are 17 judges in the civil department, but it takes at least 30 judges to make it work to solve the materials faster”, Shala said.
Shala sought the citizens' understanding but alarmed that with 17 judges in this department and the 700-1,000 materials each has, it is difficult to cut more and that the quality would decline.
Shala said that the Court of Appeals in 2018 started with 12,576 materials inherited from the previous year while accepting 7,012 cases of the first six months of 2018.
“6,410 materials have been selected in these 6 months or 91% of accepted materials, and this indicates that 572 more substances have been resolved than in the same period last year or 91 %s of the accepted subjects”, Shala said.
Shala said that the Court of Appeals has also succeeded in resolving corruption cases since 18 corruption substances began in 2018, while for the first 6 months of this year, 60 substances were accepted, while 55 of these substances have received epilogue from the Court of Appeals.
