What can be expected from next meeting in Brussels

Tahiri has said that nothing new can be expected, except statements in principle that the parties are to continue dialogue on normal relations which, according to him, cannot be concluded this year as required by the international community and promoted, nor are there expected to be comprehensive agreements.

No agreement is expected except to express goodwill for the issue to be resolved only with talks and for these talks to continue in the future. There will be principled statements of both the Serbian side and compromise will be required, and compromise will be found at the end, and neither side won nor lost. So this will be the position they'll continue with. However, it will be discussed and that is common, both in technical dialogue and in its ways of implementation. Currently, the situation in the reports between Kosovo and Serbia is not good and there is a profound misunderstanding, as each side enters with different goals and each has different expectations and is creating a corresponding opinion using state mechanisms in its own countries, in Kosovo and Serbia, in this way of dialogue”, Tahiri has said of Kosova pris.

He also said that issues of implementing agreements reached so far in Brussels, within the dialogue, are resolved and have thus remained without implementation for reasons that they are being conditioned.

The meeting on July 18th is held after a series of actions contrary to the idea of dialogue for normalisation of reports. Including the removal of dozens of members of the Serb community who have been part of the Kosovo Security Force as a result of pressure from authorities in Belgrade, which are opposing the transformation of KSF into the military.

Tahiri said that at Wednesday's meeting, it could be discussed, but Serbia has already made it clear that it does not recognise Kosovo's citizenship, and on this basis it does not accept even the army, considering it an element that reflects citizenship.

With all the pressure being put on by the international side, there will be no agreement this year and there is no chance of having agreement for normalisation this year. The meeting is closed and held on several levels, but now it is the meeting of presidents that must be principled, as it needs to be discussed on fundamental political issues. In this case it can also be talked about the KSF, but I think dialogue in this form goes to deaf ears, as Serbia's policy is very clear: it does not accept and will not accept the state of Kosovo. And nothing that helps this state and on this basis KSF consider it a mirror of state creation, or army, as an element of a state. Serbia itself determines which elements are state and it does not deny that it has influence on politics through the Serbian List and the entire political spectrum of Kosovo Serbs, and on this basis I do not expect any change in President Vuciq's policy. The important thing is that the talks are continuing and not being discussed for division, and not given a special status to Serbia over Kosovo or face internal problems in Kosovo. Even in the position of the Serb community or the Serb people in Kosovo, unfortunately, dialogue has so far gone to that direction by making Kosovo concessions, since even in Vienna talks, Kosovo made decentralisation, made 11 municipalities -- a Turkish and 1 Serb -- not to the extent of the overall decentralisation, and also in later talks, it took its bow or astrocy, with which it questioned its citizenship or with which it did not give Serbia the right not to prevent Kosovo as a sovereign state from being considered the equal side of<1> said Tahiri.

He has also mentioned telecommunications talks and energy, when Kosovo accepted the status of continuity from the former Yugoslavia, Serbia, and the telephone code, as it did for many years and was delayed, and failed to be a direct part introduced to international mechanisms.

Now, we have a history of international events where the series is vetoing, or leaving or Kosovo going out instead of explaining whether it's independent, right. And now, Kosovo has not made any demands against Serbia, has not applied to be removed from the Constitution of Serbia, has not applied for it not to be mixed into Kosovo's internal affairs, that is, it has made no request that Serbians return documents that have been stolen, and the houses and cadastral books and documents, and many other things. He has also made no exact request for the extradition of criminals who committed crimes in Kosovo and must return and answer for the crimes they committed in Kosovo. So, there are many issues on which the delegation should dialogue in Kosovo and should without fear represent”, Tahiri suggests.

Recently, Kosovo Prime Minister Ramush Haradinaj's office had announced that the heads of institutions -- President Hashim Thaci, Parliament Speaker Kadri Veselini, Prime Minister Ramush Haradinaj, Deputy Prime Ministers Behgjet Pacolli, Fatmir Limaj and Dardan Gashi -- decided on Wednesday, July 18th to meet the European Union's High Representative, Federica Mogherini in Brussels.

Asked in this regard, Tahiri has called the move of office in Brussels as action for domestic consumption and expressions of unity with Thaci for dialogue. But it has clarified that there are no expanded forms of dialogue.

“All their going is for internal consumption is not external, because dialogue format is not expanded. It is the presidential level and others neither attend nor speak nor usually is Federica Moghrini with one person, the president of Serbia with one person and the president of Kosovo with one person. That's how many forms there's no other format or no formal place for others. Now let's not say it cynically, but there's no more chairs in the Mogerin office where this meeting is held, nor does it intend to expand. Simply, Hashim Thaci, or position, wants to show that they have unity, but that the opposition has remained abroad, those left out now the Serbian List does not go even with guests, but the VV, Social Democrat and LDK do not go. However, usually in these nominal opposition talks has never attended, the other were those teams that made [Blerim] Shala those unity teams... ”, he said.

On the other hand, he has said that parties in office are separately taking advantage of the situation by expressing support for dialogue before the US and the EU, but has confirmed there is also a tendency to legitimise Thaci as negotiator, because he is being rejected by the opposition.

Mogher's office has announced three days ago that the EU foreign policy and security chief will meet with the presidents Thaci and Vuciq to ensure about guarantees for dialogue and comprehensive and legally binding agreement for both sides, which the EU is aiming to reach with the parties at the end of the dialogue.

Otherwise, the presidential meeting is held next Wednesday in Brussels, until the Kosovo opposition continues to reject Kosovo's representation by President Thaci at these meetings.
