Daniel Serwer, former US diplomats and expert Balkan affairs, have reacted sharply to a proposal in Serbia for partitioning Kosovo. Serwer has called it shameful that a proposal to grant Belgrade the 4 northern municipalities in Kosovo comes from ambivalent of European and pro-NATO ideas.
Moreover, he has said that the head of the Centre for Euro-Atlantic Studies, Jelena Miliq, has been trying to please Vuciqi and with the unwary proposal to turn the Balkans into the chaos of ethnic nationalism.
“I tried not to waste time to comment on CEAS' call for the partition of Kosovo and their ironic report, titled West Side Story. But, apparently, the idea of separation seems to never die” wrote Cerwer on his blog. He has directly accused Belgrade of being inflating the idea.
Serwer has reacted against partition even after US Ambassador to Pristina Greg Dealwi's statements saying it hasn't changed the American position, but after that it has stressed that several “friends of mine have told me that something is getting caught”
Afterwards, he has commented on the proposal as an apparent attempt to satisfy the West in relation to Vuciqi, leaving it in the hands of “NATO will lead the effort to give it northern Kosovo as a compensation for normalising reports with Pristina”.

He later finds that the Serbian proposal envisions only the incorporation of northern Mitrovica, Zvecan, Zubin Potok and Leposaviqi in Serbia, with no exchange for Albanian-populated parts in southern Serbia.
Further commenting on Kosovo's inexplicable territorial division proposal described as a “Small Conception to authorities” in Belgrade, according to Sererer CEAS is unclear what Kosovo would get behind.
Serwer says Putin would use the “correction of the border as an argument that would justify annexing the Crimea, as if it used Kosovo earlier for what it did.
The Serbian proposal, according to Serwer, ignores geopolitical risks that are evolved with the proposal for partitioning Kosovo, claiming they are small.

Any division, with or without exchange, would endanger Serbs and religious monuments in the south of Ibri. Countries that have recognised Kosovo's independence would object to such a exchange because of the danger the Serb community could face and religious monuments in general, and because of the irredentist consequences in Bosnia, Albania and Macedonia and Russian aggression in Georgia, Moldova and Ukraine. West Side Story is a shameful attempt to introduce it NATO would undermine NATO's cohesion and introduce the Balkans and countries beyond once again into ethnic nationalist chaos.
