The extenuating scheme affects residents of the Kukes County, public transportation vehicles and frequent users.
Representatives from the Kukes County Prefecture attended the meeting; deputy mayors of Kukes and Tropoja municipality; and Mayor Has; representatives of the municipal councils of these three municipalities; representatives of the Kukes District and Transport lines businesses.
More than 10 consultative meetings with the community and interest groups involving: listening to residents and leaders of Kukes, Has and Tropoja; meetings with representatives of Prefecture and Municipal Councils; meetings with representatives of businesses grouped in the Kosovo Economic Ode; meetings with the Albanian Producers Union.
The group has accepted the demand of businesses (mainly Kosovo) to move on to restart the implementation of the tariff crossing beyond the current tourist season. Consequently, it is determined that the payment shift to the Milot-Morine axis will begin to be implemented starting on September 17th 2018.
The government is getting the biggest mass. We're taking the financial rate to solve a social problem because Kukes is a poor area, it's kind of isolated, there's no possible alternative roads, and we're a nurse for that. We think this job starts in September. So this summer will spend listening to businesses, part of Kosovo. From September 17th to start applying tariffs. These favors for business are the same for Kosovo. So, we haven't followed a discriminated principle”, the Minister of Gjiknuri underlined.
Furthermore, he said investment is continuing to complete the segment from Kukes to Morina, bringing it into the right parameters.
“We will complete the remaining portion of Kukes in Morina. They've started investing there and bridges are being fixed. Soon the contract will be closed for the rest of us, and we'll put 2-3 overpasses there after it has become a dangerous area for citizens. So within the year that rest of the highway will be completed with the right parameters”, Gjiknuri stressed.
Meanwhile, Finance and Economy Minister Arben Ahmetaj said the road presents difficulties in maintenance and high costs, but remains strategic. He clarified the effect it has on the state budget, the extenuating package negotiated with the concession company.
For the next five years, the gross additional effect on the state budget amounts to about 1.1m euros, or approximately 140m dollars. All the discounts you saw for Kukes citizens, for the lines, for frequent users amount to 48.5m euros. The payment, somebody can say it's symbolic, someone can say a lot to me, but this is the budget situation, this is the situation of the road, and the prime minister has decided that the state budget will receive this cost, about 50m euros for this significant drop of” alone, Ahmetaj explained.

Targeting vehicles of the Kukes District
A 100-dollar VAT fee per 1 pass for all vehicles registered in Kukes County;
The reduced tariff will be limited to no more than 44 monthly crossings and valid to use within the 1 month period from the payment date for these crossings;
Kukes County Users will bring up to 44 crossings with this reduced fee;
This fee scheme will apply to auto class A and B for personal use, recorded in the Kukes County;
For vehicles named above, registered in the Kukes County, they will receive free Telepass electronics equipment, and through it they will recharge the value of monthly passages as needed;
Taxing Line Buss
11 licensed bus lines carrying out trips from and to the town of Kukes have been identified;
To eliminate the impact of the fee on the cost of travel of Kukes County residents, these lines will be included in the preferential scheme;
These vehicles will have a $100 crossing fee with T.V. US for 1 pass;
Taxing frequent road users despite their deployment (mainly businesses from Albania and Kosovo):
From 20 to 30 crossings per month, frequent users will benefit a 10% drop;
Over 30 to 50 crossings per month, frequent users will benefit a 20% drop;
More than 50 to 60 crossings per month, frequent users will benefit a 30% drop;
More than 60 crossings per month, frequent users will benefit a 40% drop;
The financial impact on the state budget for this relief package:
The Albanian state must pay concession in the 30 years of the 48.5m euro contract as a result of implementing these reduced tariffs for residents of the Kukes County, public transportation means in this area and frequent users.
