The irregularities in employment and payments to employ, irregularities in registering assets and delay in implementing projects, and processing payments, as well as irregularities in tender processes, are just some of the issues that have identified the National Auditor Office (ZKA) in the Ministry of Agriculture, Forestry and Rural Development (MBPZHR), writes Koha Ditore today.

In the ZKA's report to this minister for 2017, of the 21 identified issues, among other things, there are non-recognitions and contracts, non-involvement of departments in regulation, the signing of unlicited contracts and the exercise of office incompatible with the law, as well as irregularities in recruiting procedures with special services. The ZKA has also found a record of incomplete and overestimated wealth, delays in realisation of projects, remarks on the work of commissions to investigate complaints, failure to comply with the criteria during tender assessment, inadequate rates of spending in economic codes, giving of agricultural land in conflict with legal criteria, full reporting and delays in the realisation of payments, weaknesses in the functioning of the Internal Audiment Unit, impasses, and implementation of ZKA recommendations, such as delays in payment and disparity between procedures and administrative guidelines.

With all these findings, according to the report, the Agriculture Minister Nenad Ricalo has been hired, who in response returned them. ZKA, has indicated that there are no comments on the findings and that it has pledged to draft the action plan for implementation of recommendations made in the report.
