Arifi: So long unless other agreements are implemented

Kosovo Government Co-ordinator for Dialogue with Serbia Avni Arifi told Radio Free Europe that the Kosovo Government in May has asked competent authorities in Brussels for technical dialogue with the Serbian side to continue as soon as possible. He said that in the dialogue request, several topics have been sent on [...]
He said that in the application for dialogue, several topics on which the technical dialogue process would have to continue were sent.
Arifi explained that the answer by authority in Brussels was for the process of dialogue to continue in terms of the process of forming the Association of Serb majority municipalities, which, according to Arifi, by the Kosovo side has been rejected.
Days earlier, he had written to EU authorities, facilitating dialogue with Serbia, that he feels completely disappointed and offended by the invitation that has been made.
“This invitation testifies that your role as a European Union team to facilitate technical dialogue between Kosovo and Serbia has been transformed into the right hand of the Serbian delegation, serving Serbian interests in creating their new agenda”, Arifi wrote.
It explains further to Radio Free Europe that for Kosovo, it is not important to implement only an agreement, as the EU's next meeting had conceived, but it is all agreements. Likewise, Belgrade, he emphasises, is only interested in association and no other agreement.
We have received an invitation to present the management team to see how the statute for Association draft is being drafted, which for us is not at all a surveyant”, Arifi said.
“Takim has been [before to hold] on the 7th, but we refused. We insist on dialogue and we insist on talking about all topics. Serbia's delegation, meanwhile, has indicated that the reason they participate in the talks is the formation of the Serb majority municipalities' Association. We're there for all the deals. Either all agreements or none” will be implemented, Arifi said.
He also stressed that the European Union has fallen into Serbia's trap, where it, according to him, has managed to put the issue of association as the priority of dialogue.
For them it is only interesting the Association of Serbian municipalities. Nor does he care about [the agreement] for the energy that Kosovo loses tens of millions of euros, does he care about the managed integration of the borders that we have lost 24m euros, nor about diplomas, so for us as Kosovo we insist, or all or none”, Arifi said.
According to him, the answers from Brussels are that the communication process will not be halted, but underscores that Serbia is preventing many processes and implementation of agreements.
“has a total deterioration, it is a completely racist attitude towards Kosovo athletes. Sportsmen's competitions have not been beaten because they are Kosovo's. For every day Kosovo citizens stop at borders, members of the Kosovo Security Force also stop. People get hurt. This practice has to stop and there can be no normalization with access. We have total degradation when dealing with freedom of movement”, Arifi said.
Government officials say representatives of the management team for the Serbian municipalities' Asociyon statute, which consists of representatives of the Serb community living in Kosovo, will soon be called for consultation by Kosovo Prime Minister Ramush Haradinaj, to see the continued work regarding drafting the statute.
