Leaders of EU member states had arrived yesterday in Sofia for an informal dinner organised by Bulgarian Prime Minister Boyko Borisov, organised at the invitation of European Council President Donald Tusk.
The event, which was held before the EU Summit and the Western Balkans, is part of the Alliance of Leaders and the Bulgarian Presidency Calendar.
What was observed at the dinner held the day before the summit was the presence of the Spanish prime minister, who refused to be where Kosovo participates.
Prime Minister Marianne Rahoy has earlier confirmed his participation at the Sofia Summit because of Kosovo and his state's stance on Kosovo's independence.
Meanwhile today, at the Sofia summit, attended by President Hashim Thaci, Prime Minister Ramush Haradinaj and Deputy Prime Minister Behgjet Pacolli, there is no Spanish prime minister.
However, Spain will be presented at the Sofia Summit by a low diplomatic official. That's how it was announced in Brussels.
