During 2016, public companies have operated on a loss of 29m euros. These are findings based on annual reports of foreign audiences, while data for 2017 is expected to be published at the end of this month. Economic Development Parliamentary Commission member Enver Hoti, deputy NISMA, says the Government of Kosovo, as the only shareholder in public enterprises, should take measures and stop this situation.
“The government must take measures, make a quick assessment and analysis. I would like to become a completely independent audit by any foreign company that is professionally prepared, which would open up new perspectives in terms of responsibility and accountability. To present an emergency work plan for intervention in these companies, because I am convinced that companies are in the interest of the state and citizens of Kosovo”, he said.
The Public Enterprise Policy and Monitoring Unit in the Ministry of Economic Development, in a written response to Radio Kosovo, has said that given the serious situation in which most public enterprises are found, measures have been recommended for increased revenues and reduced spending, criteria that should be reflected even in company business plans.
The economics acquaintance, Fadil Osmani, has talked about the method of functioning these companies.
“I think the best form of functioning of these companies is privatisation. Privatisation has the positive effect on their management and economic sustainability in the market both for the working class and for financial revenues that can create these public companies”, he said.
Osmani considers that the privatisation process is open all over the world, so Kosovo should also support these processes. Foreign audit report reports say that the factors affecting the losses of public enterprises are: high levels of amortisation and depreciation, as public enterprises have inherited an aging infrastructure, the high degree of debts consumers have to public enterprises, technical losses, high number of employees, high wages, etc. /rtk/
