According to civil society representatives, a small government has more positive effects.

The current government led by Haradinaj has 21 ministries and over 70 deputy ministers, meanwhile, according to Rusti, the number of ministries must be reduced to 13.
“The number of ministries should not be greater than 13 and all ministries should be organised according to working fields and the involvement of certain ministries in a similar or rough field of work is averted. The number of deputy ministers should be one for the ministry until the number of deputy prime ministers no more than two”, Rusti has said.
Since the war, no government has been able to draft such a law, despite having had the effort to do so.
And the delay in drafting this bill thinks there will again be Artan Murati from the Kosovo Democratic Institute.
He says that in terms of drafting the Law on Government, there is no reconciliation among political parties.

Building the Law on Government is also seen as the executive legal program for 2018. This law is envisioned to be completed on 20 November this year.
