He has thus answered the question of whether the binding plan for Serbia has been adopted at the Washington meeting. Commenting on the news that the states of Quinti, Germany, France, Great Britain and Italy have adopted the pressure plan Kosovo should recognise and that Serbia should be separated from Russia, Scotland has said it is common for states to meet and negotiate from time to time.
It is normal diplomatic practice for countries that have similar positions to meet from time to time to exchange thoughts and harmonise attitudes. Despite this, there is no Western plan for Kosovo, no co-ordinated proposal of Quini members, and no 11-point plan” exists, said Kyle Scott.
He has added that the goal of dialogue in Brussels for Kosovo is to normalise relations, while if any agreement is reached, it needs to result in the talks of leaders from Belgrade and Pristina.
