After several hours of debate, the Kosovo Assembly has failed to adopt the proposed resolution about the dawning of the fate of missing persons in the recent war. That is because there was no quorum, since 61 MPs were not present in the hall, as long as they needed to vote on this resolution.
The resolution was allowed to vote at the May 3rd session, when the next plenary session is scheduled to be held.
Resolution Points
- Be it the dawn of the fate of missing persons forcibly based on international law, including the 1949 Geneva Convention and the additional protocol No. 1977. Bringing the fate of missing persons by force to be decided as a precondition in Kosovo-Serbia dialogue and become part of the state platform for dialogue!
- The authorised institutions for dialogue must report the respective Assembly and Commissions for any meeting with the Serbian side!
- Bearing subjects of Kosovo's parliamentary policy and foreign policy in the agendas of meeting with UN and EU representatives and influential states in international relations to focus on the dawning of the fate of forcibly missing persons and on implementing resolution points to announce the Kosovo Assembly.
- All task bearers on the basis of this resolution's points are particularly approaching the dialogue with Serbia with the dawning of Ukshin Hoti's fate due to the circumstances of his disappearance, planned by the Serbian state's command structures, including Dubrava prison director in Istog and Serbia's Justice Ministry.
- Kosovo's government finalize by the beginning of June 2018 concept the document of missing persons and proceed to amend the law on missing persons, legally legal basis, and to proceed to the Assembly!

- To draft and prosecute the bill, which allows the trial of war crimes indictees in absentia!
