New Kosovo thermal power plant, community development fund
Dear citizens,
Enhancing power generation capacities is necessary for us to develop as a society. With new generation capacities we mean the security of electricity supply, which is impossible to achieve before New Kosovo's <x0-> thermal power plant functions. At the same time, the new thermal power plant will produce enough energy in a long period reaching each citizen wherever he lives in Kosovo, thus fulfilling a fundamental right -- that of power supply.
With its new capacities, Thermo power plant “New Kosovo will promote economic activity, develop heating systems besides Pristina and other cities, and improve the quality of education for advanced technology and health across Kosovo.
Construction of a thermal power plant with an advanced technology such as Thermocentral Plant “New Kosovo” also means development of high-level professional frameworks.
In addition to all the other priorities that this Project has, special care is given to the local community that will be affected. Therefore, we as the Government of Kosovo have repeatedly tried to contribute to the increased quality of life of Kosovo citizens. Evidence of this is also our caution that in our country's largest economic and energy project, TC “New Kosovo” we have requested a special fund for community assistance and development.
The Community Development Fund totals a total of 10m euros and will be realised within the current 7 years of the start of the construction of Themocentral plant. This amount comes from the investor and will be used for various needs for the community. This figure, shared by the investor, exceeds the budgets of municipalities directly affected.
Tools from the Community Development Fund will benefit the respective municipalities, nongovernmental organisations, citizens' initiatives, but also private individuals, based on their projects that will send them to the investor, which, in co-operation with the Government of Kosovo, will select projects that will have an impact on development, improved environment and social situation in the community, but even wider.
At the same time, developmental projects will help communities improve their social and physical environments, increase equality and social justice, build capacities and include the community in decision making. Special emphasis will be placed on job creation opportunities, the sector that has been identified as priority by the community during the initial phase of consultation.
The Community Development Fund will be disbursed since the start of the construction of New Kosovo thermal power plant and will continue for a period of 7 years. The contractour Global investor will contribute in the first six years to 1.5 million euros a year, and 1m euros in the seventh year. The investor and the Government of Kosovo, in a competitive and transparent process, will jointly select projects that will be funded by the Community Development Fund.
So let me once again say that New Kosovo's TC “project provides very strong basis for the country's economic development, energy independence, increased security of supply and performance of businesses that will no longer burden electricity supply.
TC “New Kosovo is the first thermal plant to be built in Kosovo after 34 years, and will be the most serious step to witness to the business community in the country and abroad that Kosovo is a safe, stable and full of excellent opportunities to invest their capital, which would also directly affect the welfare of the country's citizens.
This design also brings enormous improvements in human conservation and health. And among other things, citizens and local organisations have a very good opportunity for their community-led development projects to be accomplished through the Commission for Community Development of the TC “New Kosova”.
