While the exceptions are set to be for those working agricultural lands.
In the Ministry of Finance, the project's goal is to encourage citizens to farm because it is the main resource for economic development.
But growers say dealing with agricultural cultures in Kosovo is difficult, as the state does not provide a secure market to sell the cause of high import.
This approach is also supported in the Kosovo Agriculture Union Federation, but show that they have doubts about its realisation, KTV reports.
The Federation Chairman, Tahir Tahiri, says the country must work on meeting conditions in infrastructure and having transparency in grants and subsidies.
According to reports by the Ministry of Agriculture during 2016, only 187 thousand hectares have been worked from 512 thousand hectares of agricultural land.
The project, carried out by the Ministry of Finance in collaboration with that of Agriculture, was launched in 2014. Funded by the Swedish government, the value of this project amounts to 1.8m euros.
