Last month, he died at the age of 22. This week, people convicted of his biological mother, Robyn Noffsinger, 41, and former partner David Tripp Jr, 45, were arrested and again charged with murder.
The issue is unusual because of middle time: 21 years between an attack and the death of the victim.
The charges of murder lie on the argument that the child died as a direct result of the abuse he suffered in 1997. Doctors who examined him at the time reported serious injuries, including a head injury, spiral fractures in the leg, burns in the diaper area that showed immersion in a very hot liquid and pressure on the head, which has been used to force him.

Acknowledging the 21-year gap between abuse and death, Mr. David said it was still legally possible to file murder charges because North Carolina has no predestination for criminal acts. He added that it was not unusual for a prosecution of murder when victims die.
