The former head of the Democratic Party of Kosovo parliamentary group (PDK), Adem Grabovci, has called it unfair, setting up the indictment against him.

In a pronouncement for “The Battle for Justice”, Grabovci has said he has heard about this act only from the media, but has criticised the country's justice system.

I didn't get anything written about this act. It's seen how justice is served in our country. It's been nearly two years since I haven't been declared on this issue since I believed in Kosovo justice. This indictment is a great injustice against me”, Grabovci has declared.

He has said that in conversations which have been part of the wiretaps, he has offered, as he has said, advice to his voters, adding that in no case has executive competence been made to decide regarding their employment.

I just advised my voters. If this is forbidden, I accept capital punishment, but it doesn't happen anywhere in the world. Both the Constitution of the Republic of Kosovo and the rule of the Assembly clearly determine what the MP's responsibilities are. I was just an MP and I didn't have executive powers to misuse my task”, Grabovci declared, adding that all of this was done by an irresponsible medium.

Grabovci has said that at the end of this process he will be acquitted.

I don't feel guilty in any form. The Court will examine all evidence, and at the end of the review, I strongly believe I will prove innocent”, Grabovci said.

The “Justice Vow” has tried to contact the Minister of Innovation and Intervention, Besim Beqaj, and PDK deputy Zenun Pajaziti, but the same have not been accessible.

Otherwise, the Special Prosecutor of the Republic of Kosovo (PSRK) has filed an indictment in the case of the relation “Proto”.

To establish this charge, The PSRK has announced through a media communiqué.

Among the 11 accused are former PDK parliamentary group chief Adem Grabovci, current minister of innovation and entrepreneurship Besim Beqaj, current MP The PDK, Zenun Pajaziti, former head of the Prizren municipality's Parliament, Nijazi Kryeziu and former head of the Union for Supply to the Ministry of Health, Arbenita Pajaziti, former Secretary of the Ministry of Internal Affairs, Ilham Gashi, former Deputy Minister of Labour and Social Peace, Fatmir Shudaj, former political adviser to the MPB, Sedat Gashi, etc.

“, in this criminal case, are charged with eleven persons with top official positions: former MP A.G., current minister B.B., current deputy Z.P.P., two former Secretary General I.G. and J.D., former Deputy Prime Minister F.S., political adviser to MPB S.G., former board director of the public company “Rukonci-Dukani <62> in Gjave. I.N., former board director of the public company Hidroin <3> in Pesh. The former R.A.P.A.P.A.kuykuykuykuyki-Dui, the former head of the country. and former Health Ministry A Health Unit chief. P”, said at the PSRK report.

Indictees charged with committing criminal work “The violation of equal status of citizens and residents of the Republic of Kosovo in co-ordination”, from Article 193 paragraph 4 concerning KPRK's paragraph 1, concerning Article 31 of the KPRK, of which some of the works have remained attempted.

According to the indictment, the defendants have misused their official positions by co-operating among themselves in granting privileges and illegal priorities to those who have competed in important positions, such as directors for central public companies, chief executive of the Agency for the Internal Affairs, head of the Agency for Medical Products and Co-ordinator of the Civil Record Centre in the Cline, denying and restricting the freedoms and rights of other candidates, guaranteed by law.

The criminal issue of employment and division of office, based on party affiliation and personal reports, has been addressed for a long time, the problem of Kosovo's citizens, law enforcement agencies, as well as the media and civil society.

This case was published by public media, revealing employment actions and methods within tight interest groups, under which the prosecution's investigation has been launched, which resulted in the establishment of the indictment.

This work, which these officials and former officials are accused of, according to Article 193, paragraph 4 of the Republic of Kosovo Criminal Code, is punishable from 6 months to 5 years in prison.

The main protagonist of what has been described as “Aphera Proto” has been the former deput of the Democratic Party of Kosovo (PDK), Adem Grabvoci. In 2011, talk had first been published in the media by several EULEX wiretaps, where Grabovci was heard conversing among other things with current President Hashim Thaci, Chief Prime Minister Kadri Veselini and other policy persons, primarily PDK.

Grabovci was then being investigated by EULEX for corrupt acts in the quality of Deputy Minister of the Ministry of Transport and Telecommunication, but these investigations against him were closed in lack of evidence.

In these wiretapping involving a period of two months, November - December 2011, Grabovci and his co-talkers, including current minister Besim Beqaj, deputy The PDK, Zenun Pajaziti and several other people are heard negotiating employment of persons close to the PDK in various institutions as board members, directors of companies and independent agencies.
