Authorities in Miami are planning a series of tough measures to prevent the holidays after the last holiday wilded by tourists.
Plans presented by commissioners include restricting alcohol sales, banning scooters, and even allowing only classical music that would spoil each holiday.
Another suggestion is that the state change its policy not to simply fine marijuana users, but to arrest them.
