Two-three votes holding the demarcation hostage

Kosovo Parliament Speaker Kadri Veselini, also leader of the Democratic Party of Kosovo, which is the biggest subject within the ruling coalition, although three days earlier, had declared that during this week the ratification of the agreement for demarcation with Montenegro, following the Assembly's meeting on Friday, has stressed that this would not happen during this week.
Wessel has warned that the legislature over the next week will handle 52 different points in three separate parliamentary sessions. But, however, none of these hearings next week concern the issue of ratification of the Agreement for marking the border line with Montenegro. Regarding the ratification of this agreement, according to him, parliamentary groups are working on reaching a consensus and, as he has said, several votes are needed.
We expect to work harder to accomplish what the absolute majority of citizens expect, to ratify even that agreement, which has not been ratified. Soon we also await reflection of opposition colleagues. There are good signs. We're thinking we'll reach consensus soon. It's in the interest of citizens, it's in the best interests of the state and I believe that we will soon have a decision-making which has truly disappointed citizens from this nation, for these three years”, Veselin said.
Bilall the Sheriff, chief of the Parliamentary Group from the Kosovo Initiative, also this party within the ruling coalition, has stressed that no session for ratification of the demarcation agreement with Montenegro can be expected, following the securing of two-thirds of the general votes of the Parliament's deputies.
It's a public secret that's missing two or three votes. They, as it seems, are not yet secured and unless they are secured, no follow-up of the session can be called, or at least, there is no readiness to call the session before there is certainty that the same day will also be voted”, the Sheriff said.
Otherwise, the partner in the ruling coalition, the Serbian List, which represents the Serb community in the Kosovo Assembly, has earlier stressed that I will not vote in favour of ratifying the agreement on Demarketing. So far, this subject has shown no signs of changing this stance.
On the other hand, the Vetevendosje Movement, as the largest political subject of opposition, continues to remain engaged in its stance against ratification of the current agreement on demarcation with Montenegro. The leader of this subject, Albin Kurti, at a table organised by this subject on the topic of demarcation, has stressed that after the signing of the joint declaration of the two presidents -- Kosovo and Montenegro -- Hashim Thaci and Filip Vujanovic -- for correcting eventual errors in marking the border line, the Kosovo government is making a mistake in steps.
“When there is readiness from Montenegro to talk and when there is readiness from President Thaci to admit the mistake, first comes correction and then ratification. Ratification before correction is in progress and would undermine positive developments that have occurred”, Kurti said.
Meanwhile, Abdullah Hoti, chief of the Parliamentary Group of the Democratic League of Kosovo, also this opposition party, has voiced optimism about ratifying the demarcation agreement with Montenegro, saying this ratification can only happen because the Democratic League of Kosovo supports this process and has created the necessary consensus within the Assembly to overcome this issue.
Kosovo's Democratic Order fully supports this agreement. We now expect the ruling coalition to secure 61 votes (but the LDK votes). After the Demarket vote, the government must resign, parliament must be distributed and we must go to new elections, to form a parliamentary majority leading Kosovo in Euro-Atlantic integration”, Hoti stressed.
Hoti has added that the current government, led by Ramush Haradinaj, has been created on promise to make major decisions, but, according to him, has so far not been made such a decision.
The border demarcation agreement with Montenegro was signed in August 2015 in Vienna. This agreement was ratified by Montenegro's Assembly, but not by Kosovo's.
European Commission has made it clear that without ratification of this agreement, Kosovo will not receive visa liberalisation
